Supplements: 2 capsules per day, preferably in the morning on an empty stomach with sufficient liquid.

Basically yes, as HAZEL only contains herbal products. However, you should consult your doctor if you regularly take medication. Especially if they are psychotropic drugs, e.g. SSRIs/SNRIs. You should also refrain from taking HAZEL if you are pregnant or possibly pregnant. Simply for safety reasons.
No, HAZEL only serves to support your diet, it is not a substitute for food.
